Bold statement: Canada is turning the Arctic into a strategic frontier, and the first move is a bold bet on homegrown expertise. But here’s where it gets controversial: can a multi-billion-dollar, high-tech project truly stay nimble enough under a slow-moving government framework?
Ottawa’s newly formed Defence Investment Agency has kicked off its first procurement by awarding a roughly $3-million contract to two Canadian firms to upgrade military communications in the North. The contract goes to Ottawa-based Telesat TSAT-T and Brampton-based MDA Space MDA-T as part of the Enhanced Satellite Communications Project – Polar (ESCP-P), a larger initiative with a budget north of $5 billion.
This initial award marks the agency’s intent to work beyond simple transactions, describing the deal as a “strategic partnership.” The aim is to weave the private sector’s experience directly into project delivery, not just procurement paperwork, signaling a more integrated, collaborative approach.
In a prepared statement, Stephen Fuhr, secretary of state for defence procurement, emphasized that the collaboration with Telesat and MDA Space will yield robust and secure military satellite communications, keeping Canadian forces connected across vast and remote Arctic regions.
The ESCP-P envisions a small satellite constellation capable of providing both wideband and narrowband connectivity over the North. It aligns with Canada's broader objective to modernize NORAD and is slated for completion after 2035. Once deployed, the system will support Canadian Armed Forces operations under NORAD, as well as surveillance and search-and-rescue missions.
Lieutenant-General Jamie Speiser-Blanchet, commander of the Royal Canadian Air Force, underscored that ESCP-P will substantially strengthen sovereignty operations in the Arctic and bolster defense of Canada and North America.
Industry observers view the ESCP-P as a test case for a more Canada-centric defense industrial base, with government backing to prioritize domestic champions in Arctic military satellite communications. The Defence Investment Agency’s announcement positions Telesat and MDA Space as the country’s leading Canadian players in this critical domain.
To bridge the gap until ESCP-P comes online—and to complement its capabilities—other Canadian companies are pursuing Arctic-focused solutions. For instance, Dominion Dynamics is developing an Arctic sensor network intended to function as a remote-area command-and-control system for the Canadian Rangers, with field tests already underway.
When Prime Minister Mark Carney unveiled the Defence Investment Agency in October, some industry voices argued that the agency’s mandate—overseeing procurements of $100 million or more—could edge out smaller-to-mid-sized Canadian defense firms. The ESCP-P procurement, however, is being conducted under Canada’s Industrial and Technological Benefits Policy to ensure broader participation by smaller businesses.
ESCP-P is among eight projects the government recently disclosed as being managed by the Defence Investment Agency. Other initiatives include a new submarine fleet, Arctic over-the-horizon radar, early-warning surveillance aircraft, and ongoing support plus software upgrades for the CC-130J Hercules transport aircraft.
